San Jose City Council — Housing Update

Good morning neighbor,

I hope you had a relaxing holiday weekend!

I want to update you about some actions the City Council took last Tuesday regarding housing. These items were approved unanimously. 

First, we voted to allocate $30.5 million to two new affordable housing developments with the overall goal of addressing homelessness and providing rent-restricted housing for our low-income individuals and families. The two new complexes are the McEvoy and Algarve Apartments. In total, 315 new units will be built with 136 of the units being designated as permanent supportive housing (PSH) units. If you’re not familiar with that term, PSH units are for formerly homeless people who need a caseworker to help them stay housed and address the underlying issues that led to their homelessness.

City Council also passed an Affordable Housing Siting Policy with the goal of creating more mixed-income neighborhoods across the city. Building affordable housing throughout the city, as opposed to concentrating it in specific areas where it already exists, allows residents to have more choice about where to live. Before the vote, I asked a lot of questions about the likely impacts of the policy on our housing development pipeline as well as how many developments we are likely to get in areas of the city that don’t currently have affordable housing. 

One of my concerns with the policy is whether it will prevent the development of much-needed new affordable housing by adding an additional layer of regulation. While I was not completely satisfied with the answers from City Housing staff, they did commit to frequently update the Council during the first three years of implementing the policy, which will allow time to gather data about the effectiveness of this policy. I will be watching this issue closely.

Agrihood is underway!!!

Agrihood: A Sustainable Community (Click the image to learn more!)

For almost 20 years, the community has wanted to make sure the 17 acre (now 6 acre) land in Santa Clara across the street from Valley Fair can best serve the public. In the past seven years, the community focused its energy on the front six acres. The result: the Agrihood. It is the County’s first (likely the State’s) first mixed-use, mixed-income, inter-generational housing community centered around an urban farm. It makes the public space the “anchor tenant” of the development, thanks to the wise words of Fred Kent of Project for Public Spaces. And for our seniors, it creates a place where they can stay active, engaged and independent. And as a community, we can celebrate change/disruption when the change is great!

Thanks to Santa Clara County Supervisor Cindy Chavez for hosting a brief press event on the launch of this project, that included Santa Clara Mayor Lisa Gillmor, VP of Core Chris Neale, local activist Kirk Vartan, and others. Water-wise tips for July

As you may be aware, California is experiencing yet another unprecedented drought. Here are a few things you can do to reduce your water consumptions and help with both the drought and your next water bill!

  • Keep a pitcher of water in the refrigerator instead of running the tap until the water gets cold. That saves time and water!
  • Always sweep your driveway with a broom; don’t use water to wash the leaves away. 
  • Washing the dishes while leaving the water running can use up to 20 gallons of water, but filling the sink or a bowl and closing the faucet saves 10 of those gallons. 
  • If you turn off the water while brushing your teeth, you save water. Newer faucets use about 1 gallon per minute, while older models use over 2 gallons.
  • Water leaks account for 12% of water use in California homes. Check indoor and outdoor faucets & toilets often.

Online Community Meetings #3 and #4

Please save the date for the upcoming community meetings on the Pruneridge Avenue Complete Streets Plan project. At this meeting the draft concept plans for the corridor will be presented to the community. Please attend and provide your feedback on the draft concept plans. The meetings will be held on Thursday, July 22, 2021 at 6 p.m. and Saturday, July 24, 2021 at 1 p.m. A link to sign up for one or both meetings will be provided soon. 

If you are interested in hearing what was discussed at previous meetings, both community meetings were recorded. The Thursday, February 25 meeting can be accessed here and the Saturday, February 27 meeting can be accessed here. In addition, a copy of the PowerPoint presentation that was given at both meetings can be accessed here.

At both of these meetings, the City tried to answer as many questions from the attendees as possible. There were several great questions that arose multiple times from attendees at both community meetings. The City decided to put together the most Frequently Asked Questions along with City responses.

Chalk Art Event for Endangered Species Day 2021

In honor of Endangered Species Day 2021, the Endangered Species Coalition is holding a nationwide, all-ages chalk art competition that anyone can participate in!

More than 1 million species globally are threatened with extinction. Art is one of the most powerful tools we have to draw attention to this crisis. That’s why we’re holding the Endangered Species Chalk Art Event! 

From Friday, May 21st through Sunday, May 23rd, we’re inviting people around the world to create chalk art depicting threatened, endangered, or vanishing species. Not only is this a great way to celebrate wildlife, but you can also win prizes! More than $400 in prize money and chocolate bars will be given away in awards for the best artwork and at random to lucky participants.

This event is open to people of all ages, backgrounds, and skill levels, and you can create your chalk art anywhere that is safe and legal, such as an indoor blackboard, a driveway, sidewalks, or other spaces. 

To enter the competition and be eligible to win a prize, all you have to do is post a photo of your chalk art on Instagram between May 21st and May 23rd. If you include #EndangeredSpeciesChalkArt and tag @endangeredspeciescoalition in your post, we’ll include your art in the contest.

City of San José’s Community Budget Meetings

We want to share the City of San José’s upcoming Community Budget meetings. These meetings are a chance for the community to voice concerns about high-priority issues, which in turn will help City leaders shape the budget and recovery from the COVID-19 pandemic and recession. 

The first meeting will be on Thursday, May 13th 6-8pm, followed by Saturday, May 15th 10:30-12:30pm, and Wednesday, May 19th, 6pm-8pm.

Additionally, as a part of the budget engagement process, the Mayor’s Office created an online budget tool called the “Balancing Act” to gather resident feedback on their budget priorities. Click the image below to try it out!
